Padilla, who filed Senate Bill No. 230 or the “Medical Cannabis Compassionate Access Act of the Philippines,” said since 1829, publications numbering 29,802 have already recommended the use of medical marijuana. According to studies in the United States from 2016 to 2019, marijuana has shown "moderate to high quality of evidence of efficacy, effectiveness, and safety" for medical conditions requiring its application, the senator said. The United Nations Commission on Narcotic Drug, he added, has also decided in December 2020 to remove cannabis from Schedule IV classification of drugs. “It's time for us to consider other ways to contribute as a source of income,” Padilla said as he asked that his speech be referred to the Ways and Means Committee “to assess the economic viability, feasibility and benefits of medical cannabis” in the country. "While we are planning the government's expenses using the public treasury, let us not forget our duty to compensate -and even more- the hard-earned contribution of our countrymen. We need to grow our economy and at this point, the medical cannabis industry that continues to grow in different parts of the world can contribute a lot. It's time for us to plant our own.
